5. It is of course by no means certain that we shall be able to pay for annual leave for Mr Strong, or for any other Governor: we shall ask the Inspectors, as they visit each territory, to make a recommendation about the length of tour, using basically the same criteria as they apply to Diplomatic Service posts.
