1. Further to my letter of 30 August about changes to your terms of service, you should be aware that the Civil Service Lepartment have also agreed that we may, where necessary, top up the duty allowances of those Governors who are not members of HM Diplomatic Service and do not therefore benefit from DS terms of service. If your annual return of expenses shows that you are spending more on necessary official entertainment than is covered by the provision in the local budget for your duty allowance, and if there is no possibility of the provision's being increased, we can now pay you the difference. As I understand it this is not a problem that has ever arisen during your time in St Helena and I am not sure that it is ever likely to arise.

2. The present system is that you submit an annual return of expenditure, which we then use to calculate what your duty allowance should be. We inform you of the figure and you arrange for the appropriate amount to be paid from the local budget. Is there in fact any likelihood of your ever encounter- ing difficulty in getting any increase paid? The new arrange- ment was devised for territories where a Governor's relationship with his local Ministers was so delicate that he could not risk offending them by asking for more money for his personal needs - a situation that is hardly likely to arise in St Helena. may therefore wish to know of the new system and have this information about it on record, in case problems arise at any time in the future. But, unless we hear from you to the contrary, we shall assume that we are not likely to need to put the system into effect in St Helena.
