Mr Quantrill wrote to Mr Strong on 8 February (folio 4) in response to the latter's letter of 29 November (folio 35 of HKA434/1 1978) in which among other things he raised the question of the inadequacy of his entertainment allowance. Mr Strong was asked to complete one of our Governor's Annual Expenses returns, and he has now sent this in under cover of his letter of 9 March.
2. I am extremely surprised that the FCO is paying Mr Strong over £200 per annum less than that estimated by the Turks & Caicos Government for duty allowance and paid over to the FCO. At the very least we should be allowing him as much as his local Government would, and on the basis of the figures on the first page of the return of expenses I would suggest that Mr Strong's present rate of entertain- ment allowance is a good deal less than half of his requirement. I am assuming of course that he has tried to keep his expenditure on entertainment to a minimum. I do not know how we get round the problem of the QBP, as unlike in a normal post there is no Mission Fund.
3. I should be grateful if Overseas Allowances Section would now consider the Governor's entertainment allowance on the basis of the figures supplied, with a view to increasing it by a substantial amount; if the increase can be back-dated, all the better. It is quite invidious that Mr Strong should be required to carry out his duties at his personal expense.
