GOVERNORS' CONDITIONS OF SERVICE
1. We have been trying for some time to get CSD agreement on two matters which should make conditions easier for our Governors, namely:
(a) Authority to top up from UK funds the duty allowance of
HMOCS Governors where territories are clearly too poor or otherwise unwilling to do this themselves.
(b) Authority for Governors' leave passages to be paid from
UK funds.

I attach a copy of the CSD's letter of 30 July from which you will see that they have given us definite authority for (a). They have given rather less clear decision on point (b) in that their reference to the "standard tour appropriate to each Territory" has really little meaning in the context of Governors. Anyway we have decided that we will take this letter as authority to give Governors a leave passage from FCO funds at the frequency which we consider necessary for their particular Territory, bearing in mind conditions such as climate, political unrest, claustrophobia etc. When they are due to visit a Dependent Territory, Inspectors will be briefed to comment on the length of tour. Meanwhile for the Territories under your jurisdiction we propose the following:
