1. Thank you for your letter HKA 430/2 of 4 October about the topping

up of Governor's duty allowance should there be any local difficulty in getting the legislature to approve the increase.

2. It is true that I do not anticipate this will be a problem now or in the foreseeable future, but nevertheless I feel there would be

an advantage if the topping up was paid in the UK by you direct. As

you may know budgetary and development aid for St Helena will be held

at fixed levels at least for next year and possibly thereafter, levels which will limit if not preclude any increases in salaries and wages. Inflation is hitting St Helena very hard: all supplies from outside are very expensive because of the high freight rates, and recently an enormous shipping deficit has caused us to raise freight rates

still further. Whilst incomes remain as they are, their value in

real terms is falling sharply. This situation is one of stress in

which it will obviously be embarrassing for me to ask for extra for

my personal needs.

Unless therefore we can expect fairly substantial all round

increases, prospects for which do not look too bright, it will be easier if I were to receive any extra from you direct. If this is not done, any increase for me will have to be deferred until there is something for everyone.
