1. Thank you for your minute of 14 November. I attach a copy of a report on staff relations in the Civil Service which gives a full account of the settling of the postal workers' dispute. Now that agreement has been reached, I would be surprised if the Union of Hong Kong Fostal Employees could get very much mileage out of their case in this country.

2. The report at Flag A is an innovation which reflects the increasing number of staff disputes in the Hong Kong Civil Service. It also, in my view, reflects the improvement in communications resulting from the appointment of Mr Rowlands.

3. Similar improvement is evident to me in the quarterly report of the Civil Service Branch. The whole tone of this report is much more understanding than has been the case in the past. I was particularly pleased to see that a good deal of progress would seem to have been made towards the setting up dispute resolving machinery. I should be grateful for any comments you may have on the quarterly report.
