MEMORANDUM FOR EXECUTIVE COUNCIL

STANDING COMMISSION ON CIVIL SERVICE

SALARIES

On 14th November 1978, the Council considered an extract from the proposed speech by the Secretary for the Civil Service in the Legislative Council announcing the setting up, without delay, of a standing body to review civil service salaries, and advised that the text be approved with certain amendments. The relevant part of the speech made by the Secretary for the Civil Service in the Legislative Council on 16th November is annexed.

Good progress has since been made on preparations for the new standing review body, which it is proposed to call the "Standing Commission on Civil Service Salaries". The purpose of this memorandum is to seek Council's advice on the terms of reference of the Commission (paragraph 5), its composition (paragraphs 6 and 7), and on the arrangements for consulting staff associations (paragraphs 9 and 10).

Terms of Reference

The formal terms of reference, which are set out in paragraph 5, are necessarily complex. In general terms, it is proposed that the Commission's prime task should be to advise the Governor on the principles governing the Civil Service grade and salary structure, and on ways of carrying out regular reviews of individual grades. The Commission would oversee such reviews, and, after discussion between staff and management, advise the Governor on points at issue.

It is also proposed, among other things, that the Commission should advise the Governor on the main conditions of service, and on procedures to enable staff associations to represent their views on matters within the terms of reference to management, and to the Commission.
