STATEMENT BY THE CHAIRMAN & VICE-CHAIRMAN OF THE GOVERNMENT SHORTHAND-AUDIO TYPISTS ASSOCIATION IN HONG KONG

The whole basis of our case is that prior to the 1971 Salaries Commission

our salaries bore relationship with the Personal Secretaries on the ohe hand

and with the Clerical Officers on the other. Following the various changes

in the salary structure as a result of the Salaries Commission, the Shorthand-

Audio Typicts suffered to the exclusion of the other two grades by having a

shorter scale. The maximum was reduced considerably by comparison with the

other two grades and in particular relative to the Personal Secretaries' scale

whereas it has always been on an overlapping of the two scales, i.e. for the

Shorthand-Audio Typist scale at the maximum to be greater than the Personal

Secretaries' scalt at the minimum.

the relationship to the Clerical Officer, allowing for the translation of equal

pay to the female side of the Clerical Officer grade, shows marked disparity

to the extent of some $345. We have made a series cf representations to the

Government since we formed our Association in 1975 and these negotiations

have provided numerous statistics to back up our claim, but not only have

our claims been rejected in negotiations, they have also been turned down

through a petition to Governor-in-Council.
