MATTERS IN THE TRADE DISPUTE BETWEEN THE GOVERNMENT OF HONG KONG AND THE SHORTHAND-AUDIO TYPIST GRADE IN THE CIVIL SERVICE IN THE BRITISH COLONY OF HONG KONG.
INTRODUCTION
In the civil service of Hong Kong, there are employed some 400 female officers known as Shorthand-Audio Typists providing shorthand, typing, audio-typing and associated duties service in all Government Department throughout the Colony of Hong Kong. Members in the grade have long been dissatisfied with their pay scale, promotion prospects and conditions of service, which do not adequately reflect their nature of duties and responsibilities. Since February 1976, representatives of the Grade have entered into negotiations with the Civil Service Branch representing the Official-Side and a series of consultative meetings were held; nevertheless, in the absence of sincerity and good reasoning on the part of the Official-Side, no just and correct solutions have been achieved. Conventional approaches, including petition to His Excellency the Governor of Hong Kong and to the Governor-in-Council, were adopted by the Association of the Government Shorthand-Audio Typists, but were proven fruitless. Mild forms of industrial actions such as "work-to-rule" and "poster campaign" were resorted to but were totally ignored by the authorities.
Representation is hereby made to Higher Authorities on the above-captioned matters for a fair, just and impartial review into the factors leading to the failure in reaching any equitable agreement between the Official-gide representing the Government of Hong Kong and the Staff-Side acting on behalf of the Association of Government Shorthand-Audio Typists, and for any favourable intervention, directive and advice that may be deemed fit.
THE GOVERNMENT SHORTHAND-AUDIO TYPISTS ASSOCIATION
The Association was formerly known as the Government Shorthand-Audio Typist Unit which was formed in November 1975 and recognized by the Government of Hong Kong for the purpose of constitution of matters affecting the Shorthand-Audio Typist Grade. The Unit was registered in February 1977 under the Trade Unions Ordinance, Laws of Hong Kong, in the name of the Government Shorthand-Audio Typists Association. It aims to look after the interests and welfare of its members as well as the conditions of service of the Grade.
Its membership represents over 90 per cent of officers serving in the Grade.
