Thank you for your letter of 16 March about the Hong Kong Government Shorthand Audio Typists Association.
I am not sure how much you know about the background, but, briefly, there have been three impartial assessments of Secretarial Class pay since the equal pay for women scheme was first adopted in 1965. All three have found that the class was paid fairly in relation to private sector analogues and civil service colleagues.
The most recent assessment was carried out by the independent pay investigation unit, which is modelled on the UK civil service pay research unit. The report based on this assessment recommended, among other things, a 14.5% pay increase, at the maximum, over and above the 7% general pay increase awarded to the civil service last year.

Of the four Staff Associations representing the 2,600-strong Secretarial Class, three concluded settlements with the official side. The fourth, representing the Shorthand Audio Typists, also settled initially and three-quarters of its members accepted the award.
