6. This is not really a satisfactory reply from Hong Kong. But there are 2 factors which give cause to hope that some progress may still be possible. To begin with, a new Secretary for the Civil Service, Mr Martin Rowlands JP, has just taken over in Hong Kong and has committed himself in a public speech to working for improved staff management and new negotiating procedures. Secondly, as Hong Kong's latest telegram mentions, the report by Professor Turner on his study of Labour Relations in Hong Kong should at least be ready within the next couple of months. Hopefully, this will provide a basis for solving this sort of problem. In the meantime, the best we can do is to give a holding reply to Mr Hooley while we pursue the correspondence with Hong Kong.
