Thank you for your letter of 27 April about progress in the dispute between the Hong Kong Government and their Shorthand and Audio/Typists' Association (SATA).
As you will have seen from Evan Luard's reply to Frank Hooley's question on 4 May, nearly three-quarters of the staff involved have agreed to accept the Government's restructuring proposals.

In the meantime, even the hundred or so staff who have not accepted the proposals are continuing to work normally. Nevertheless, the matter is not yet settled: the Committee of SATA consider themselves still in dispute with the Government.
I am still anxious to see an equitable settlement reached. My officials continue to be in correspondence with the Hong Kong authorities about the problem and I hope I shall soon be able to report to you that more positive progress has been made towards a settlement.
