Thank you for your letter of 8 May in which you enclosed a letter from Mr Bloom, the prospective parliamentary candidate for Croydon South, who is concerned about the Shorthand Audio Typists' (SATA) dispute in Hong Kong.
I am disappointed that this dispute has still not been brought to an end. The delay is partly explained by the fact that there has been a change of Secretary for the Civil Service in Hong Kong, and the new man has inevitably taken some time to get to grips with the various problems that face him in his new department. I hope that he will be able to bring a fresh approach to this particular problem and find a solution that is acceptable to both sides: the Hong Kong Government have been left in no doubt that this must be done quickly.
I am returning Mr Bloom's letter herewith.
