Aear Tom,
You rang my office recently to enquire about progress towards a settlement of the dispute between the Hong Kong Government and their shorthand and audio typists.
I am sorry to say that there has been little progress since you called to see me in January with the President and Vice President of the typists' staff association. This is partly because there has been a change of Secretary for the Civil Service in Hong Kong. Inevitably, the new man has taken some time to get to grips with the various problems that face him in his new department. I hope that he will be able to bring a fresh approach to this particular dispute and find a solution that is acceptable to both sides: the Hong Kong Government have been left in no doubt that this must be done quickly.
