It has been the previously agreed practice
to deal with these late awards by adding the previous year's understatement to the current year figures. The Senior Civil Service Council also agreed to a proposal to do so on this occasion. It was considered that the minor changes in the basis of calculation and weighting from Master Pay Scale "points" to Master Pay Scale "bands" would not significantly affect the validity of the overall result. The previous year's understatement added to the 1977-78 figures totalled below therefore forms the basis upon which to determine an increase for the Civil Service

At a meeting of the Senior Civil Service Council on 23rd May it was agreed that the Master Pay Scale should be revised on the basis of the above figures.

The Senior Civil Service Council is not concerned with MOD 1 salaries, but the PIU also reports private sector pay trends for these salaries. An analysis of the data indicates the following
