SHORTHAND AND AUDIO TYPISTS ASSOCIATION DISPUTE

1. In his submission of 16 June, Mr NcLaren mentioned the intention of the Secretary for the Civil Service in Hong Kong to bring forward the pay review for the secretarial classes. It was hoped that this would provide a way out of the impasse that had been reached in the dispute between the Hong Kong Government and their shorthand and audio typists. Mr Rowlands had asked that news of the review should not be disclosed until the Association representing the typists had been informed.

The Hong Kong Government have now confirmed that the committee of the Association were informed on 30 June that a new pay survey will begin in October. The Committee were also told that, in common with the representatives of other secretarial grades, they would be invited to discuss the review with the Controller of the Pay Investigation Unit.

3. The Committee have welcomed both the survey and the re-establishment of a dialogue with the Hong Kong Government. The new Chairman of the Association has been reported in the Hong Kong press as saying that she expects eventual settlement of the issue.

4. I therefore recommend that Lord Goronwy-koberts should now write to those members of both Houses of Parliament who have taken an interest in the dispute, on the lines of the

attached draft.
