Referring to the second paragraph of your letter, it is not correct to say that the SAT's never accepted the restructuring arrangements. On 29 October 1976, the SAT unit came to an agreement with the Official Side, in the presence of Mr S W Wu, Assistant President of the Hong Kong Chinese Civil Servants Association. The agreement was reached after the Official Side had made concessions on pay and reserved rights to proficiency increments.

As Miss Erica Wong's first committee was expressly elected to negotiate with the Official Side, I do not think it can be said that it had no mandate. Subsequently, however, a new committee was elected, which repudiated the earlier agreement.

Promotion prospects. It is true that, for a year or so following the restructuring, there was a temporary promotion blockage while surplus Personal Secretaries were relocated. But this phase is over.

Since December 1976, 49 SAT's have been appointed as Supervisors of Typing Services (which has a higher-me salary maximum than Personal Secretary). In the same period 27 SAT's have been promoted to Personal Secretary, with prospects of further advancement to Senior Personal Secretary in due course. A further 25 vacancies of Personal Secretary are available to be filled as soon as serving SAT's are judged ready for promotion to them.

Salary Differentials, Following a recent service- wide salaries adjustment, the scale for Clerical Officers II is HK$1,005-2,425, and that for Stenographers HK$1,005-2,025. The difference at the top of the scales ($400) is less than it was before restructuring ($565).
