Government always answered questions with an excuse 'saying that what they were doing were bound by principles but actually Govt could not follow its own principle. For a long time SAT had been dor paid and according to the PIU Report in 1973/1974 the median point for T's salary was actually 32.5% lower than the salary paid in the private sector. The Civil Service Branch had not taken any initiative to lift up the morale of SATs nor did they do anything to improve the conditions of service for SAT. Although in the last meeting, the Official Side said the Civil Service Branch had no intention of screwing down the pay of CAT,frðm what the Civil Service Branch had done. The SAT Unit thought that actually the Civil Service Branch was screwingdown their pay.

Era Choung said last time Mr Linthwaite had said that there would be 23 posts be upgraded to Personal Secretary but actually at present after the restructuring,there was a lot of recitant Personal Secretaries. After the survey, these posts had been regraded and it was for certain that they would be filled by reduntant Personal Secretaries, in other words those could not be taken as promotion prospects for SAT.

Miss So said although Fr Linthwaite said there ware only 12 surplus Personal Secretarios after the regrading of posts, she said that the regrading #5,4 would not be of any significant improvement to the SAT, The Unit had put forward many evidence to the official Side for consideration, but the Official Side said they had no grounde at all. Mise So spid she yould make all these known to the public and anybody would agree that they had a lot of unreasonable things existed in the SAT grade and she thought that if the Civil Service Branch made noggend b intantien at all to remove thone unreasonable phenomenon the morale would never be lifted up. The SATU had already supplied cufficient evidence and grounds to support their demand but the Government had not given reasonable consideration and they were moot dissatisfied over that.

Er Yue said if he might answer to two points on pay structure. Aotually he could not find that particular quotation from PI report earlier the SATU mentioned that SAT entered Covt at their early 20 and SAT was regarded as a training grade and they would be promoted to Personal Secretary.

Miss Soc said the Staff Side would like to clarify about the pooling and non-pooling system introduced by the Government, and they wondered why the Govt. could not be fair to all SATs in the same grade. According to the ranking criteria of SAT, those sitting in the pool were doing less work than these sitting outside the pool but the salary scale was the name. Referring to what

Mr Linthwaite had said in the previous meetings that pool cystem would not be implemented all at one time. There were about 70 peols but they could not be bet up all at one time. When the Shorthand/Audio Typist Unit asked when all those pools could be set up, Er. Linthwaite answered that it depended on the reply from the Heads of Department. Nr. Linthaite explained to them, in some department, they had two small pools at different floore the Supervisor of Typing Services had to take care of those two pools and they would like to ask the Civil Service Branch how could the supervisor supervise her staff when the Shortband/Audio Typist was taking shorthand for officers and at the same time they would like to know how could the Supervisor supervise two different poola at two different floors at the

stama kima.
