The Staff Bida put forward several proposals conosrging yo promotion prospecta for Stenographers to the rank of Porsonal Secretary and Supervisor of Typing Services which they had to look at. They now could accept some, but not all, He would like to ask tr. Iántimwaits to explain to the Staff Side which one they could accept and which one they could not and the ressons why.

Linthwaite caid when the O&M purvoy on workloading was done and the Committee on Secretarial Claas was constituted, questionnaires. were sent to all Departmental Heads naking them their comment on the d Secretarial Cless and how that class serving their officers.whiten those *replies came in it who found that the standards were perhaps not as high ae. they could be in some aspects and that had led slightly over the yeare to under-ntili,o of atenographia potential. The Couzittee on the Secretarial Glans and also Senior Executive Officers who would be responsible for sterography and typing training and that committee had looked at the ghos requiremente and came out with the standards of 110/50 wpm for shorthand and typing which were accepted by the Civil Service Branch. That was not considered by the Committee as much high but bearing in mind of the people the Fersonal Secretary were working for, a.g. Ássistant Director, high rank Consultants, professional people of that kind. Easides, the Goverment had at the moment 51 Shorthand-Audio Typista who met fully those requiremen ta and were suitable for immediate promotion, More were being added to that figure, of course, evary two or three months when teats wora befag hold, It was therefore no doubt of filling a vacancy from the Shorthand- ulio Syplst grade. In other words, re Shorthand-Audio Aypist was going to be held back because the Official Side had introduced criteria which met the needs of the job. So, the Official Bide did not propose to shanga the requirementa for Shorthand-Audio “ypist to Personal Secretary to may lower speed, since that ma regarded as a minimum speed. The sasond proposal the Unit had raised was to waive my examination for entry to Personal Secretary.
