the Official Side had laid down a lot of principles but on the other hand, they contradicted its own principles.· ́

Mrs. Cheung said Mr. Hammond, being the Secretary for the Civil Service, had already held a lot of meetings with the SAT Unit and had seen the papers prepared by them, from which he could see that their claims were well supported by evidence and facts, and he should know their grievances existing. She wondered why he could not support their proposal and submit 14 to the Tinmace Committee. The Staff Side did believe that the reason ihy the Secretary for the Civil Service spent time in holding meetings with them was simply to help them to solve their grievances and they could not understand why the Official Side said that their claim for better pay was not being supported.She pointed out holding meetings and finding evidence were not their job and they could only do it in their spare time.

Now they had spent a lot of time in finding evidence but still the Official Side still said that they were not convinced. It was difficult for her committee to report to their members,

The Chairman said he was disappointed too by what the Staff Side said. It seemed that they still had not really understood how the Government considered cases for improvements in pay and other conditions of service. They had put forward evidence which they thought was good evidence for higher pay scale. The Official Sida had looked at it. The Staff Side had also put forward proposal for more P.5, posts. A lot of scope for upgrading SAT posts ta PS posts. They had not been convinced that there was a case which they could support to the Finance Committee for further improvement for the pay scale. He pointed out the Staff Side seemed to be saying that because the Official Side did not accept and agree everything they put forward, the Official Side was ignoring the work done by the Staff Side. The Staff Side had certainly done a lot of work. They should understand that they (the Official Side) could only support a case when they believed it as correct. In fact, they had done what they could, for example, the part of the case concerning promotion prospects though unfortunately, they still had not proved to the Official Side there was a case for further increasing the pay

scala.

44. Kisa V. So then referred to the FIU Report, The Official Side claimed that in fixing pay rates, the Government based on the PIU Report. Miss So said there were two median points (Maximum and Minimum) listed out in the FIU Report on S.A.7. Class. The median point for the minimum was $1,043 and she could not understand why the Government had lowered their minimum from 920 to 3855. In this case, the Government was contradicting itself.

Mr. Einthwaite said the entry point in Government was based on school-leaver joining Government and the school leaver's did not have any experience. The Government took this point and also based on their academic qualifications and technical skills. Presumably that was not his business.

Miss V. So referred to the question they had just raised. The Official Side mentioned the qualification required by the private sector. She referred to page 1-3 appendix G of the PIU Report 1976 on Secretarial Class in which entry qualifications required by the 17 companies were listed out and only one of them required their employees to have one year's experience whilst the others did not require girls with experience. At the same time, some of those companies only required girls with 5 subjects and in some other cases,
