Mrs. Cheung said it was only a dräft prepared for the meeting. She said as the Star? The Chairman said it was all right as they had verbatim minutes. He also said if the Staff Side got some new evidence, why they were unwilling to tell the Official Side what were the points before they put forward to someone else.

Mrs. Cheung said they had already held a lot of meetings with the Official Side. In these meetings they had manyeevidence in support of their demand for improving any salary scale. When Government was talking about comparison with the private sector, they had already provided evidence concerning comparison with private sector. When the Government claimed that salary scale was based on the Jay Investigation Unit report. The Staff Side had pointed out the discrepancies in the Pay Investigation Unit report, but after the work they had done, the Official Sida still said they saw no room for improvement. They wers of the opinion that they could not go on this with the Government and they had to turn to some other sector where they could get a solution.

Mrs. Cheung further said referring to the meeting on 2nd May, all the SATs believed in the sincerity of the Official Side and that was why they had spent a lot of time and also they were patient to find evidence in support of their claim in any improvement of salary. However, they could not get any definite answer from the Official Side and they had been fed up with the way in which Government treated their questions/ She quoted an example of what the Official Side had confirmed five times but it had turned out to be a mistake. They also tried their best to find out evidence. They thought the Official Side failed to keep their promise in the meeting of 2nd May. If the Government had already in mind there should not be any improvement in salary scale, why did the Official Side ask the Staff Side to find evidence and spend time in holding meetings,

The Chairman said he was just looking back the record of meeting of 2nd May 1977 which was chaired by Mr. Scott and he referred to paragraph 6 of the confirmed minutes of meeting of 2.5.1977.
"Mr. Scott said he had not been persuaded by the evidence for a further package and the Civil Service Branch was ready to take a fresh look on new Proposals.g
