The Chairman said they had no different opinion between their verbatim records and they were perfectly accurate.

Mrs. H. Cheung explained the minutes of meeting should be a rue record of the procedure of the meeting. She wondered why the Official Side rather preferred a summary minutes to a verbatim minutes as the latter one was an accurate and true records of meeting.

The Chairman said mimites of meeting were normally summary of the main points of discussion. He pointed out even minutes of the S.C.S.C. meetings were not verbatim minutes because a lot of what had said on the minutes and properly a repetition of something. Again, it must better confirm the minutes of meetings and that was the main points to make. If the Staff Side found any points amissed, please let the Official Side know.

Miss V. So said that she was of the opinion that minutes of important meetings should be taken verbatim and she considered that these two meetings which were held on 20.6.1977 and 29.6.1977 weze very important to their Unit and that was why she hoped to have verbatim minutes - an accurate and true record of the procedure. She suggested the minutes of those two meetings should be based on the verbatim minutes. If the Official Side had anything to add, it could be amended in their verbatim minutes.

The Chairman said they did find the Staff Side verbatim records very useful for producing the draft minutes (prepared by the Official Side). When the Staff Side had time to look at the draft minutes of meetings held on 20th and 29th June 1977, and if they thought some points they wished to be included, they should let the Official Side know. Certainly, there was no chance for the Official Side to add anything in the minutes this time. The records must be recorded doim accurately.

Miss V. 30 said since the Official Side considered their verbatim minutes very useful, she hoped that the final version of the minutes of meetings would be the faired copy of the verbatim minutes. They did not mind any repetition in the imites.

The Chairman said he did not want to spend much time on the form of those minutes. Proper minutes were not normally full verbatim record. They were summary of main points. That was the normal way of the ninutes and the Civil Service recorded in that way and preferred to that records. If the Staff Side had anything to amend please let the Official Side know.

Mrs. M. CHEUNG said since their verbatim minutes were a true and accurate record of the procedure of the meeting and inspite of there might be some repetitions in it, the Staff Side preferred the verbatim minutes and therefore suggested to discuss the verbatim minutes with the Official Side. In fact, repetitions could be omitted and by doing so, they could have a true record at the same time and a very concise one. She further said in the meeting held on the 20.6.1977, the Official Side requested the Staff Side to provide a copy or their verbatim mimtes for reference, which reflected that the Official Side did have faith in the Staff Side's records. Now, the Staff Side had produced their verbatim minutes and wondered why the Official Side could not accept it. /3.......
