at the private sector what evidence where they could broadly be comparable. There was always judgment to be made. That was the job of the Controller to make those judgment. Mr. Broadbridge could not answer technical questions nor Mr. Yue - it was not Mr. Yue nor his responsibility to answer such questions. They have had to accept those documents as a matter of fact. They were supported by those documents in suggesting new salary scales to the Finance Committee.

Mr. Hammond then said the best thing for them to do just then was to ask the Controller of PIU to attend a meeting with the Staff Side or they might give them the questions now so that the Official Side could pass them to the Controller and he could answer thea in the next mecting.

Miss Se referred to the point that the PIU had not been pro- vided with new Civil Service rates before they conducted the survey and she further referred to the draft minutes of last meeting which read as follows :«

M. Broadbridge said what he was probably saying last time was that before the PIU vent into the private sector, they did have a job deccription of the new rank of the Secretarial Class what they started with. And then they found out the pay rates for this.

Miss So said it was said in the last meeting that before they went out to survey they had been provided with job descriptions as well as pay rates by the Civil Service Branch.

Mr. Brcadbridge said how could they be provided with pay rates. Because the purpose of the survey was to get those. He could not folloY that at all. We asked what was the point of the Staff Side's trouble, and he further asked whether the Staff Side was of the view that the PIU report vas dishonest.

Miss So said in a way, as per Mr. Broadbridge's explanation he could produce so far, it was. PIU was not doing anhonest survey. From the chart on the board, how could the manufacturing company lio, 22 appear on the list if the 17 companies were being picked out from the 24 companies surveyed in 1974.

Mr. Broadbridge said the Staff Side raised technical points which he could not get answers and those should be answered by the Controller of PIU. He was of the view that it was a very serious thing to do to infer that the PIU could not do an honest report. That was quite wrong
in his own view.

Miss So said before the PIU went out to survey they had already got the job description of the new rank, how could they pick company No.22 (manufacturing) for comparison since the girl there had shorthand speed of 50 w.p.m. only whilst the requirement in the Civil Service was 70 w.p..
