Mr. K. Broadbridge said what they were going to do was to follow the agreed procedures. He thought perhaps the Staff Side should put their proposals up through the Hong Kong Chinese Civil Servants Association.

Miss V. So said she was not talking about individual figure. pointed out the extreme figures would affect the accuracy of the median point in calculating.

Mr. K. Broadbridge said, "No." It was really fundamental. That size of figures would not affect the median at all, because the median was merely a question of a number of rates. It was the middle rate, so the size of $3024 and $1409 had no effect on the middle rate at all.

iss V. So said one thing that was certain if the scope was larger, then the median would be different and since the scope of companies under survey was larger in 1973 than the scope of companies in 1976, in other words the median was different.

The Chairwan said if one took a larger number of companies surveyed, the additional ones were more likely from the lower rank than the higher rank.

Miss V. So said if the Official Side agreed, she would proceed to present the Productivity Centre report.

Hiss V. So turning to the Productivity Centre report, the Staff Side had quoted the Froductivity Centre report in their submission and it covered a larger scope of companies and also a larger number of companies had been surveyed as indicated in the said report. It represented 30% of the economically active population in Hong Kong and it was produced by 3rd party. Therefore, there should not be any doubt about the representative of the report.

Mr. K. Broadbridge said that was a very important point. He must go back to make himself clearer. By the Staff Side saying that was an independent 3rd party report and the Staff Side showed out on the evidence of Pay Investigation Unit, he asked whether she had doubts on the Pay Investigation Unit report.

Miss V. So continued her presentation. In the Productivity Centre report, 6 Airline companies, 5 Shipping companies, 6 Insurance companies, 16 Banking and Finance companies and 31 Trading companies had been surveyed. In other words, those were regarded as Commerce 64 companies and in addition, 7 utilities companies were being surveyed, altogether 71 companies. In other words, it represented a larger number and a larger scope of companies in Hong Kong. Besides, the report had stated that those were leading commercial enterprises and public utilities. There should be no doubt on their representative. In the Productivity Centre report, one pay level at least represented by 6 companies and at most it represented 31 companies but in the Pay investigation Unit report, cne pay level represented one company only. She also said that one thing could be sure was that the scope under survey in the Productivity Centre report was
