The President of the Hong Kong Chinese Civil Servants' Asco- ciation, Fr. CIRINIG Kin-func, has passed to us your letter datel 23rd April 1977, of which the contents have been duly notel.

With regard to your statement concerning the representations of the Shorthand/Audio Typist Unit, please refer to our letter of ötn December 1976 together with the minutes of our previous consultative meeting (circulated and signed by both sides) held on the December 20th from which we trust that you will have a better picture. We therefore consider the present Committee is fully recognized by all concernel parties. The recent industrial action (putting up of posters) is evident that the whole S.A.T. Grade is greatly disappointed with the Government's attitude in the past negotiations where no sincerity could be found, thus leading us to our assumption that any further negotiation will be nothing short of a waste of time and efforts.

The apparent difficulties encountered by the Official Side in this respect are quite understandable, but it is also an undeniable fact that grievances in the pay scale and promotion prospects do exist in our grade.

Under these circumstances, we recommend that the Government should not make any attempt to force ite way to finalization unless it is beneficial and agreeable to both sides. In this connection, your proposed closing date i.e. 15th May for the Letter of Option is there- fore considered unjustifiable aml we should be grateful if you would kindly postpone the closing date until such time as a more lasting and satisfactory result is hopefully produced. Your kind oo-operation in this matter will certainly lighten the pressing concern of the whole grade.
