Dear Colleague,

You will wish to note that Government has restructured the Secretarial Class with pay retrospectivity from 1st April, 1976. In respect of the rade of Shorthand/ Audio Typist, retitled "Stenographer", restructuring is in accordance with the attached Details of Post.

Restructuring has been in accordance with those recommendations of the Committee on the Secretarial Class which have been accepted by Government. The thirteen members of the Committee included three senior members of the Secretarial Class. The Committee's recommendations accepted by Government and the reasons for the restructuring and changes which have been introduced have been conveyed to the President of the Hong Kong Chinese Civil Servants Association and to the Chairman and Licmbers of the Shorthand-Audio Typists Unit.

Following consultations with the Assistant-Fresident of the Hong Kong Chinese Civil Servants Association and the Chairman and Members of your Unit Government agreed to:-

(a) an increased maximum of two incremental points; (b)

two annual advancement exercises subject to vacancies, and the publication of a syllabus;

advancement to Supervisor of Typing Services without a formal academic examination;

guidance for officers who narrowly fail their shorthand or typing speed tests;

preference for advancement to Personal Secretary for in-service candidates, subject to their possessing the required skills;

a single in-service exercise for the year 1977 only for those Shorthand/Audio Typists who wish and who qualify under the old terms for entry to the rank of Clerical Officer II, to develop, subject to suitability, a fresh career in the Clerical Officer grade.

Shorthand/Aŭdio Typists will subfoct ̧taoaption convert to the new Stenographer Grade in accordance with the attached salary conversion table.

A Selection Board will shortly convene to consider applications for transfer to both the now grade of Supervisor of Typing burvices and to the new functional rank of Senior Personal Secretary. As both advancements will be to specific posts serving officers who qualify will be invited to apply.
