1976 RESTRUCTURING OF THE SECRETARIAL

CLASS

At its mecting on 8th December, 1976, Finance Committee approved the restructuring of the Secretarial Class in order to implement the principal recommendations contained in the Report of the Committee on the Secretarial Class on the understanding that:

General Grades posts deleted would be retained centrally on a supernumerary basis on the establishment of the Civil Service Branch; AND

(a)

(b)

departmental grade posts deleted would be retained

on a supernumerary basis on the establishment of the individual department,

until such time as officers occupying the posts are either re_raded, transferred to other grades or leave the service. A copy of the Finance Committee paper and its appendices are attached at Annexure I to this memorandum for your information. Appendix I to the Finance Committee. paper shows your new approved establishment.

The proposed distribution of your approved establishment is at Annexure II. I should be grateful if you would let me have before 31st December, 1976, your comments on the proposed distribution in order that any amendments may quickly be made and the establishment correctly printed in the 1977/1978 Draft Estimates, the deadline for which is 31st December 1976. If I do not hear from you by 31st December 1976 I must assume that the proposed distribution shown at annexure II is the correct one.

I enclose for your information at annexure III Details of Post for the restructured grades and ranks of Typist, Senior Typist, Stenographer, Supervisor of Typing Services, Personal Secretary, Senior Personal Secretary, Confidential Assistant and Senior Confidential, Assistant.

As serving officers have the option to remain in their present ranks in supernumerary posts and to retain their present salary scales, I should be grateful if you would ask all officers in the affected grades serving in your department to complete, and have witnessed, in quadruplicate the Letter of Option which is attached at Annexure IV to this memorandum. These letters should be returned to reach me not later than Saturday, 15th January, 1977. It should be made clear to all officers before they exercise their option that there can be no advancement to super- numerary posts in obsolescent ranks.
