Packaging and wrapping

As described, No. 3 heroin takes the form of hard granular lumps. It is not adversely affected by handling and presents no problems during the packaging process.
It is common practice for No. 3 heroin to be packed into half-ounce polythene packets at heroin factories. These packets are hermetically sealed and 10 of them are normally wrapped together in a brown paper parcel known locally as a 'stick'. Alternatively, the heroin. may be packed in polythene bags weighing five or 50 ounces. These bags are also wrapped in brown paper. Although some consumers buy heroin in half-ounce packets, the majority purchase much smaller amounts—— repackaging being carried out by people connected with the retail dis- tribution of the drug. At this level the heroin is wrapped in either white or coloured paper which is stapled or folded. The colour of the paper has no significance. Heroin may also be sold to the consumer in small plastic phials. At consumer level, heroin is sold by volume rather than by weight. No particular standards of volume are applied by the traffickers, and con- sequently value for money' varies widely from seller to seller.
