genus cannabis from which the resin has not been extracted.

In fact the hallucinogenic substance known as tetrahydro-

cannabinol is normally present in the entire plant.

Clause 2(a) accordingly provides a new definition

embracing any part of such plants containing tetrahydro-

cannabinol.

Clauses 2(b), 5 and 6 of the Bill are essentially

consequential to the new definition.

Clause 2(b) deletes the definition of "cannabis

resin" in the principal Ordinance as the amendment in

clause 2(a) of the Bill renders it superfluous.

Clause 5 substitutes for a reference to a

quantity of cannabis resin in section 46 (g) of the

principal Ordinance a reference, in the proposed new paragraph (ga), to an appropriate quantity of

tetrahydrocannabinol.

Clause 6 makes amendments to the First Schedule

to the principal Ordinance that are consequential upon

the new definition of "cannabis" provided in clause

2(a).

Clause 3 provides for an increase of the

penalty under section 14(1) of the principal Ordinance, for bringing into Hong Kong dangerous drugs in transit,

otherwise than in lawful circumstances.

The effect of clause 4, which amends section
