co-operation in the field of anti-narcotics
efforts has been, as you may be aware, growing at an unprecedented pace in recent years.
In Hong Kong, we share the view of our overseas counterparts that international co-operation is a pre-requisite for success in conbatting drug traffickers, who know no ideological or
We therefore fully national boundaries in pushing their evil trade. support international action, whether it be in the spheres of law enforce- ment, treatment, prevention or other forms of anti-narcotics work.
Whilst joining hands with our overseas counterparts in combatting drug trafficking and abuse, we also attempt to keep communities and governments abroad informed of our intentions, work and progress in this field, with an aim to foster a greater mutual understanding of our linked problems in narcotics and to promote more concerted global action to solve them.
In this respect, the Action Committee Against Narcotics, which is the sole advisory and co-ordinating body of the Hong Kong Government on all anti--narcotics policy matters, produces each year an Annual Report which gives a factual account of the situation of Hong Kong's narcotics problem and efforts made to reduce it. The Report is widely distributed both locally and overseas. Having learned from our Information Services Department here that you have expressed an interest in the events taking place in Hong Kong, I now enclose herewith a copy of the recently published. 1976 Report which I hope you will find of interest.
We should be most grateful if you would give the subject some publicity in your local media by either extracting parts of the contents of the Report or in whatever way as appropriate, in order that your community would be able to obtain a better idea of our work in Hong Kong.
Thanking you in advance.
Your faithfully.
