Further to my letter in this series of MS OU RE
12th April 1978, I confirm that the Hong Kong delegates to the Conference will be Mr. D.A. Jordan (Deputy Commissioner of Controls and Customs), Mr. J.R. Johnston (CSP/NB of the Hong Kong Police) and the undersigned. Mr. J.R. Johnston will arrive in Vancouver from leave in Scotland whilst Mr. Jordan and myself will be coming direct from Hong Kong; flight details will be sent to you as soon as possible.
After discussions between us here, we would like to propose the following items for the Conference agenda:-

A review of the world situation
This would include a review of the current sources of the supply of illicit drugs in the main user countries.
Situation in the main producer areas

(ii)
Developments in the Golden Triangle (including the current political situation in Thailand, Burma and Laos), illicit production therein and estimates of export availability (M.B. This item would embrace not only the production of opium, but the manufacture of both morphine and heroin and the amounts believed to be involved. It would also include the source and availability of Acetic Anhydride (A.A.) and the prices of narcotics and A.A.).
Efforts being made in Thailand, Burma and Laos to enforce narcotics legislation and the progress and effect of the crop substitution programme. (This would include mention of the new Thai anti-narcotics organisation, efforts of the D.E.A. and other foreign anti-narcotics liaison officers in Bangkok, and UN/Country programmes of
crop substitution in Thailand, Burma and Laos.)
