Besides making a financial contribution to the

Fund, Hong Kong also makes a contribution in kind, by providing free training facilities for trainees from Asian countries, sponsored by the U.N. Division, other U.N. Agencies, the Colombo Plan Bureau and also by their own governments under bilateral arrangements, in the law enforcement, treatment, rehabilitation, prevention, data collection and anti-narcotics policy-formulation fields. There is a continual stream of such trainees throughout each year and in 1977, we arranged programmes in Hong Kong for 115 of them.

To conclude, may I express on behalf of my government, our continued support for the objectives which prompted the establishment of the U.N.F.D.A.C. I would also like to take this opportunity to congratulate you on your appointment as the Director of the U.N. Fund and to wish you every success in your efforts to enlist the support of all governments to the Fund.

Yours sincerely,

Ellea
