The Commissioner of Narcotics has reported on the drugs aspects of the recent visit to Hong Kong of 2 groups from the US House of Representatives.

2. The report adds little to our knowledge but it does provide a useful opportunity for us to give Hong Kong a pat on the back for its working in controlling drugs. I therefore attach a draft letter to the Commissioner for Narcotics.
