(b) through the Central Drugs Intelligence Unit,

New Scotland Yard, to act as a reference point for United Kingdom Police Forces in relation to enquiries in Thailand concerning United Kingdom citizens and persons resident or active in the United Kingdom who are involved in narcotics trafficking or abuse.

(c) to provide to the Central Drugs Intelligence

Unit, New Scotland Yard such reports as may be deemed necessary, including an annual situation report on the narcotics general situation in Thailand and the surrounding region, with

particular reference to implications for the United Kingdom.

(d) to provide to the Commissioner of Police, Royal

Hong Kong Police, copies of all correspondence

sent by him to New Scotland Yard.

In performing Counsellor and UK Drug Liaison duties he will act purely in an intelligence gathering role and shall not engage in any operational activity.

5. His area of activity is limited to Thailand but it may be necessary for him to visit Burma and Laos; approval for such visits must be obtained from HM Ambassador in Thailand and, as appropriate, HM Ambassadors in Burma and Laos.

6. He will use such channels of communication as are declared from time to time which are appropriate to the sensitivity and urgency of the material concerned; these will include the Foreign Office diplomatic bag and the Embassy secure radio communication.

All communications to the Commissioner of Police, Royal Hong Kong Police are to be endorsed "For Attention Deputy Commissioner (Operations)" and copied if appropriate to the Secretary for Security, the Commissioner for Narcotics and the Chief Superintendent, Narcotics Bureau.
