DRUG TRAFFICKING IN HONG KONG

1. Would you please refer to Bubbear's letter of 27 September, copied to you and addressed to kobin McLaren who is at present in Hong Kong.

2. we share the concern of Peter Lee, the Hong Kong Commissioner of Narcotics, at the use of Taiwan as a haven for a number of fugitives from justice in Hong kong. However, in the absence of an extradition treaty, or the possibility of one, there is little of a formal nature that can be done. we are, however, asking the Hong kong authorities what informal action, if any, they are able to take with the Taiwanese authorities to block this loophole.
