In early August 1978 an approach was made to the Narcotics Bureau through a contact suggesting that MA Sik-yu would return to Hong Kong to stand trial if he were promised a light sentence and that the case against his brother MA Sik-chun were dropped. This proposal was rejected following advice from the Attorney General in early September, and at this stage MA Sik-chun was placed on 24-hours surveillance with instructions that should MA Sik-chun not be 'surfaced' in any period exceeding 24-hours then senior Bureau officer be notified.

On the evening of 17th September it was reported that MA Sik-chun had not been seen sincé 6 p.m. on the 16th September when he had returned to his flat in Kowloon.

On the 18th September, 1978 various addresses bélonging or connected with MA Sik-chun were visited by Narcotics Bureau and it became apparent that he had fled. By 5 p.m. on the 18th September MA Woon-yin had failed to report to police in accordance with his bail conditions and it became apparent that he had also fled Hong Kong or gone into hiding•

It should be noted at this stage that the period 16th, 17th and 18th September was a long weekend in the Colony for the celebration of the Mid-Autumn Festival when much of the population was out enjoying the fine weather creating an ideal time for these persons to abscond.

On the 19th September search warrants were executed at various addresses, messages passed to regional countries (excluding Tai Wan) and to Interpol Headquarters in Paris notifying Interpol member countries of the MAS 'wanted' status.

On the 23rd September a telegram was received from IP Taipei (Annexure 'B') stating that MA Sik-chun and MA Woon-yin had been detained by Tai Wan Authorities for attempting to entry Tai Wan and requesting that details of evidence be passed to Taipei. Following advice from Secretary for Security Narcotics Bureau on the 2nd October despatch to IP Paris S.G. an outline of the evidence against these two, and this was despatched under Interpol cover from Paris to IP Taipei on the 11th October 1978.

At this time MA Sik-yu, MA Sik-chun and MA Woon-yin are all held in Taipei but as yet it is understood they have not been tried for narcotics related offences. Whilst MA Sik-yu is believed to be on bail, MA Sik-chun and MA Woon-yin are thought to be detained in custody at this time.

The means of their departure from Hong Kong is not at this stage known but with the financial wealth and the number of contacts available to the MAS such a departure should not have posed much of a problem to them.
