and the amendment seeks to increase it to 10 years' imprisonment and $100,000 fine on indictment and 3 years' imprisonment and $10,000 fine on summary conviction, in line with penalties prescribed under other subsections of section 14 which deals with interference with or diversion of dangerous drugs in transit. Although the drugs in question are not destined for Hong Kong, our duty to other coun- tries (which is in line with the spirit of international cooperation, so necessary in the anti-narcotics field) requires that heavier penalties be imposed.
