Please comment on whether the Royal Hong Kong Police can accept the hypothesis that Rita Nightingale was an unsuspecting courier for a criminal syndicate of the heroin of which she was found in possession.

Please confirm that now the Royal Hong Kong Police have had the opportunity to see (a) the evidence linking Robert Yip Ka Keung with Rita Nightingale and (b) the denial by Robert Yip Ka Keung that he had any association with Rita Nightingale and (c) Judgment of the trial court, that there is merit in the observation that the luggage was in the control and custody of Robert Yip Ka Keung during a material time (whilst Rita Nightingale was away from the hotel) and such material time could have enabled delivery of heroin to be made without the knowledge of Rita Nightingale, and for her luggage to be tampered with without her knowledge.

Please supply the identify in Hong Kong of the Chinese man identified as John as being an associate of Lewis, particu- larly described as being about 40, speaking good English with close-cut hair, about 5'10", travelling between Taiwan and Hong Kong, and involved in an incident on or about 20th February 1977 whereby he was detained in a police station on the Kowloon side of Hong Kong, as referred to by Rita Night- ingale in her letter to David Hallmark dated 5th February 1978.

32. Please confirm from the experience of the Royal Hong Kong

Police Narcotics Bureau that it is acceptable practice that a drug trafficker as a member of a syndicate dealing in heroin and soliciting the services as courier of a non-member of the syndicate would decline to give any details of day or night contact telephone numbers or contact address and otherwise to limit information to as little as possible to the proposed courier (as indeed happened in the relationship between Lewis and Rita Nightingale).
