1. I submit a draft reply and background note to the Parliamentary Question put down by Mr Laurie Pavitt MP (Labour/Cooperative - Brent South) for priority written answer by the Secretary of State on 4 December 1978.

2. Mr Pavitt has not shown an interest in Hong Kong over Flag A the last three years but has put down a second Question

for written answer by the Minister for Overseas Development on 4 December, also about cooperation in the medical field. Mr Pavitt's purpose in asking these two Questions is not clear. I believe, however, that we should take advantage of the opportunity to draw attention to the work being done in Hong Kong to combat drug abuse.
