cases.

The D in Harbour and Islands work to their respective Divisio Superintendents, under whose control they operate in respect of administration and deployment. When necessary they are reinforced by personnel from Marine CID Headquarters.

Owing to its rural nature, crime remains substantially lower than in the three land districts. During the year a total of 285 crimes were reported compared with 233 cases in 1976. Of the 285 cases reported, 174 were detected, giving an overall detection rate of 61.1 per cent. Most of the crimes reported were petty thefts and minor burglaries. Illegal immigrants continued entering Hong Kong by boat from Macau, and swimming from the mainland, or

across the land border. A total of 1,965 illegal immigrants (1,848 from China and 117 from Macau) were arrested compared with 907 in 1976, an increase of 1,058. This increase is attributed more to improved deployment and intelligence of security forces rather than an actual increase in the number of illegal immigrants entering Hong Kong. Nearly all the illegal immigrants arrested were repatriated to their place of origin.

During the same period a total of 910 Vietnamese refugees arrived by small boats or by ocean-going ships which had rescued them in the South China Sea. Most of these refugees were accepted and granted a temporary stay through the sponsorship of the Inter-Governmental Committee for European Migration (ICEM) which undertook to arrange their repatriation to other countries.
