passed out on completion of their basic training. At the end of the year 997 recruit Constables and 220 Inspectors were undergoing basic training.

In-service, or advanced, training at the Police Training School includes refresher courses for Constables at their 5th and 10th year of service, promotion courses for NCOs, traffic courses for traffic personnel and Traffic Wardens and command courses at various levels for the Inspectorate. During the year 11 promotion courses and nine command courses (two at senior level, two at intermediate level, five at junior level) were held, and a total of 21 Gazetted Officers, 18 Chief Inspectors, 63 Inspectors, 180 NCOs, 270 PCs, and 50 Traffic Wardens were trained.

In addition to this, specialist courses are held as the need arises. These courses are also attended by officers from other Government departments.

Detective training takes place at the Detective Training Wing situated at the former police station at Aberdeen. Training is aimed at developing basic detective knowledge and expertise in all officers serving in the CID. Each course is attended by 200 officers of all ranks. The first five weeks are spent in classrooms learning basic principles and techniques and the latter part of the course, which lasts seven weeks, is devoted entirely to practical exercises when the 200 trainees operate in 10 teams of equal size. Training is extended, on request, to officers from other overseas police forces, as well as selected officers from the Immigration Department and the Customs and Excise Service.

Inadequate accommodation and outdated training aids, coupled with increased demand, have been the major

problem in detective training. To combat this plans are being formulated for the expansion and development of the present Detective Training School, and it is envisaged that when additional facilities are available, this will result in more basic courses being held, and advanced detective training given; a need which has long been recognised.

Courses and seminars

During the year 16 courses have been run and a total of 63 Inspectors, 180 NCOs and 270 PCs were trained.

At higher training level 21 Superintendents and 18 Chief Inspectors, either newly promoted or to be promoted, attended command courses at Police Headquarters. Instruc- tion is aimed at preparing officers for command at the mid-level of the Force through the development of knowledge, management skills, concepts and attitudes required at this level. A large number of subjects are covered and guest lecturers from the universities, com- merce and industry and Government departments con- tribute to these courses.

The year saw the start of the second of the series of seminars for senior officers designed for a study group of 12 CSPs/SSPs, or civilian officers of equivalent status. The seminars cover, in sessions of one or two days a month, such topics as management, Force and Government policy, local and international politics and finance, ecology, internal security, terrorism and contingency planning for major disasters. Speakers and guests at a high level in Govern- ment, H.M. Forces, the commercial sector and the local universities participate in the seminars which,
