It must be emphasized that the prevention of corruption is ultimately a management responsibility, and departments should themselves continually make efforts to streamline procedures, to ensure that supervision is effective, and to cut delays to a minimum, as well as to examine critically the reasons for continuing to follow various systems and procedures. The Corruption Prevention Department is ready, at any time, to advise and assist in such areas as proposed legislation, new instructions and changes in procedure before they are put into effect, so as to minimize at the outset opportunities for corruption. The provision of training courses in corruption prevention techniques, especially tailored to depart- mental requirements, is another service which is being developed.

Heads of Departments are urged to seek the assistance of the Corruption Prevention Department of ICAC, as an aid to the better management of those areas of administration which offer opportunities for corrupt practice. If any Head of Department would like to arrange a meeting to discuss either general or specific corruption prevention matters, he is invited to telephone the Commissioner personally (5-257833) or the Head of the Management Group, Corruption Prevention Department (5-264909).
