We act for the 118 police officers who on 7th April 1978 were dismissed from the force under Colonial Regulation 55 (at the time of dismissal there were 119 police officers but one of them has since died).

Our clients are aggrieved at the manner of their dismissal and have instructed us to write to you for information as to the basis upon which each of them was dismissed. The Statement made by the Governor was that each case was studied with great care before the Secretary of State exercised power under Colonial Regulation 55. We presume there fore that, in each case, a file containing allegations against our clients was forwarded to the Secretary of State. Our request in the first place is for sight of these files. If, for any reason, it is thought that there are matters in the files the disclosure of which is against public interest, we request that such parts of the file as are not confidential be disclosed.

In any case we ask that a statement in brief form of the allegations made against our clients to be given to us.

We understand that each of our clients was inter- viewed by the Independent Commission Against Corruption before 5th November 1977 and they could therefore have been charged if it was thought that they were guilty of an offence. We note that on 5th November 1977 Mr.J.G. Mansell for the Commissioner of Police stated (in Headquarters No.142/77) that with regard to persons who had been interviewed before 5th November 1977, there might be disciplinary proceedings in the normal way.
