The purpose of this circular, which supersedes General Circular No. 26/76, is to up-date Heads of Departments on the work of the Corruption Prevention Department of ICAC and the assistance it can give to Government departments in identifying and remedying opportunities for corruption. It is not concerned with specific reports of corruption: these are the concern of the Operations Department of the ICAC and are dealt with in CSB Circular No. 49/75 as amended by CSB Circular No. 14/76.

Since its inception in September, 1974, the Corruption Prevention Department has concentrated upon the examination of practices and procedures, and on making recommendations to minimise the opportunities for corruption. The identification of corruption opportunities within a system or procedure does not necessarily imply that such opportunities are being or will be exploited. The Department is now able to advise on legislation, procedures and instructions in order to reduce possible corruption opportunities, and to provide training in corruption prevention techniques adapted to departmental needs.

New areas of study, whether suggested by Heads of Departments as is becoming more frequently the case, or by reports to the Corruption Prevention Department of failures in systems or procedures, are given a priority by a Sub-Committee of the Corruption Prevention Advisory Committee. In due course, an assignment is started, and the procedure followed by the Corruption Prevention Department may vary, depending on the nature and extent of the assignment. The following pattern of work will usually emerge, although not necessarily in the sequence described.

First, a background study is made of all reference material available in the Commission which is relevant to the area of examination. Corruption Prevention Department staff will thus acquire a general knowledge of the subject area before visiting the client department.
