In the circumstances, and at the request of the Director of Public Prosecutions in Hong Kong, the Director of Operations at the Independent Commission Against Corruption has ordered the case to be reinvestigated by a different group of officers from those who carried out the original investigation.
4. In view of the contradictory statements made, Mr Barnes has asked that Mr Bagier should at this stage be told only that the witness has been contacted and that the case is being reinvestigated. I recommend that Lord Goronwy-Roberts should send a further interim reply to Mr Bagier on the lines of the attached draft.
