The four officers suggest that action under CR 55 has been confined to local officers of comparatively low rank. To the best of my knowledge no European officers have been compulsorily retired under CR 55 in recent years but a number have been dealt with under disciplinary regulations, and proceedings have been taken against others in the courts.
I might add that Bob Parry raised this subject when he called on Lord Goronwy-Roberts yesterday. In explaining the background to him, the Minister of State laid very great stress on the importance of eliminating corruption in Hong Kong.
