1. You will remember that during your meeting with Lord Gorey-Roberts on 22 November the possibility of Jack Cater's visiting England was mooteć. You suggested that early 1978 would be a suitable time.
2. Our original intention was to enable him to meet the press to reassure them that the campaign against corruption was still very much alive. But as Press interest in the Royal Hong Kong Police Force has largely died down, there is probably little to be gained by deliberately seeking to stir it up again.

However, Lord Goronwy-Roberts has said he would like to talk to Jack. It would probably be most appropriate if Lord Goronwy-Roberts could see Jack Cater and Jim Crane at about the same time. This would give the Minister an opportunity to compare their impressions of the state of the Police in Hong Kong and particularly relations between ICAC and the police. I therefore suggest that if Jack can be spared for a few days, he might pay a brief visit to London some time after Jim Crane has returned here later this month.
