The points raised by Sir Murray MacLehose on an early visit by Mr Cater are in my view valid. I, therefore, recommend that the Governor should be asked to release Mr Cater for a visit in May, which could be arranged to coincide with his annual leave. A visit at this time would perhaps be even more useful since we would hope by then to have received a final assessment from Mr Crane. If it were in conjunction with Mr Cater's leave the visit would be less likely to arouse press speculation. I submit a draft telegram.
