Line to Take

I recommend that Lord Goronwy-Roberts should make three points:

(i) HMG entirely supports the Governor's decision to grant the partial amnesty in view of the assurance he had received that syndicated corruption within the RHKPF had been eliminated;

(ii)

The November amnesty does not in any way mark the end of Hong Kong's fight against corruption and HMG strongly supports the Governor's efforts;

(iii) HMG believes that there is a good chance that the recent

storm in the RHKPF has been weathered and that it will soon

become an effective and respected Force once more.
