it. He had mentioned his doubts to the Governor who had also
seemed unethusiastic about Mr Morrin.
Regular Inspections of the RHKPF
7. Mr Crane thought that there should be regular inspections of the RHKPF; otherwise there was a risk that the momentum of
his review would be lost. The right solution might be to send
out a team of inspectors from the UK every two years, on the
Home Office model used for UK Police Forces. The Overseas
Police Adviser might usefully time his own visits (in his capacity as Inspector-General of Colonial Police) to take place in conjunction with these inspections.
